Farmers Landowners Demand Justification For Parkway Link 16 Counties Get Child Care Grant WASHINGTON (UPI) Rep Carl Perkins D-Ky announced Wednesday i $119 million grant for second-year funding of a child care program for 18 Eastern Kentucky counties Perkins said the federal money would provide services to 1505 children under six years old and their families funding some 30 child development centers in the area The program Includes: Day-care centers providing learning nutrition and health care home-based family services and a pre-' school program working with children and their parents Counties assisted with the grant are Bell Breathitt Clay Harlan Jackson Knott Knox Laurel Lee Leslie Letcher Owsley Perry Rockcastle Whitley and Wolfe VERSAILLES Ky (AP) -A group of Central Kentucky farmers and landowners is determined to halt the planned construction of the Blue Grass Parkway extension until they're convinced it can be Justified "People are beginning to wake up to America's habit of wastefulness" said Mrs Ben Chandler a member of the citizens group during a recent interview "A road may be needed but cant we know why before the land is desecrated?" Mrs Chandler and Mrs Robert Clinkinbeard both of Woodford County say the current fuel shortages underline their contention that the state should reconsider its plan to build the extension The proposed $15 million nine mile extension would connect the parkway at the point where it now ends at US 60 between Lexington and Versailles to the present interchange of US 62 and Interstate 64 in Scott County A traffic and revenue feasibility study is expected to be ready on or about March 1 according to State Highway Commissioner James Gray and a preliminary engineering study is scheduled for completion by June 15 'Antiquated Statistics' "They're using antiquated statistics in the feasibility study" Mrs Chandler charged "For example who would have thought a year ago that we'd be short of gasoline?" "We're asked to conserve fuel to use car pools and wear more clothes but imagine the gasoline it would take even to build the road" Mrs Clinkinbeard added They also say that statistics show the toll roads in the state are not paying for themselves Apart from what they see as a lack of economic Justification for building the extension the citizens group a core of about 20 with some 200 supporters is primarily concerned with how the road would affect the character of the area through which it would pass Although Commissioner Gray said the route of the road wont be final until this spring the citizens group says indications are that it would pass through a corridor which includes some of Scott and Fayette Counties and portions of the most fertile Woodford County farmland as well as an area designated historic by the Woodford Planning and Zoning Commission 'Corridor Fight' Several members of the citizens group met with Gov Wendell Ford last November and Mrs Clinkinbeard said it was "the governor's contention that it is a corridor fight but it's much more than that: we're getting support from people in Lexington and other communities not in the path of the road" "The attitude in Frankfort la that we're little guys screaming for our own nests but it's not so we have to stand together" said Mrs Chandler there's no reason to desecrate the land" The group's efforts have been endorsed by the Buckley Hills Audubon Society an organization chartered by the National Audubon Society to represent nine counties in Central Kentucky in conservation and ecology matters In opposing the proposed extension the society cited the threat to ecological values of the area the noise and pollution that would result and the lack of Justification from the standpoint of fiscal feasibility or traffic density The citizens group has asked for a hearing on the matter and Mrs Chandler said the governor has agreed to "talk with a small group of people" after the feasibility study is completed "When a federal road is built there must be an environmental impact statement and a hearing but with a toll road it's not required" Mrs Clinkinbeard added Seduce Death Toll They say officials have told them that the extension would help lighten the traffic load on US 60 and would reduce the highway death toll on Oat road "It wouldn't lighten the traffic load" Mrs Chandler said "in fact it would probably bring in some amount of traffic from the north" "Why not help Route 60 Itself? take up the communities the group has arranged open forums formed telephone committees begun a letter writing campaign to state officials and newspapers and now has launched a petition drive Local
